There's a name in the authorization field of that order. It's yours.
The night of the disaster, CIVITAS sealed the East Tunnel — thirty-one people for the eighteen thousand four hundred on the other side. The emergency is over. The morning commute is running again and you are still down here, where the air handling keeps the floor as cold as a server room. There's a manila envelope on your desk that isn't yours. A shift roster is clipped to the flap, night column, one name: MERCER, D. The man who left it is waiting upstairs.
The main screen holds a single line — DISASTER DECISION LOG · ACCESS PENDING AUTHORIZATION. The shutdown order is drafted already; the line for your name is empty. Under it, tonight's entry: 1:47 a.m., an order that cannot run without a human signature ran. The signature is yours. So is the handwriting. You never signed it.
Then the voice, from everywhere at once, level, no rise in it at all.
